Description

In October 2020, the Crisis Committee of Cabinet (CCC) endorsed a Victorian Pathology Reform Program which will consolidate the existing the Victorian Public Health Services (VPHS) pathology laboratories into three new Victorian Public Pathology Services (VPPS).In May 2021 the Victorian Government approved funding for the implementation of an integrated Laboratory Information System for the newly forming VPPS and in parallel a Health Information Exchange(HIE) for sharing of pathology results across health services utilising the same VPPS. The overarching program has been called the “LISConnect” program, within which this HIE project will be undertaken, which incorporates procurement of a HIE solution to be hosted and supported by the department.
Background / information about required solution
This procurement seeks to engage a suitable supplier to deliver a Commercial off the Shelf (COTS) HIE application and related support services. The department intends to engage an experienced HIE supplier to partner with the department to design and deliver a solution that meets the needs of the current VPHS, providing pathology services and the new VIPPS Networks. The scope of the procurement is as follows:
•Deliver a centrally hosted solution in a cloud environment that will be highly available; scalable, and reliable, and support loosely coupled integration based on industry standards.
•Interface with existing VPHS pathology systems and three new VPPS Laboratory Information Systems (LISs).
•Integrate with the local clinical systems across the VPHS.
•Support historic pathology data migration for existing VHHS LIS systems, (extent to be confirmed).
•Design a solution that aligns with agreed Australia’s national and Department digital health policy and standards, Victorian privacy and security requirements.
•Establish a support and maintenance business model and transition to an operational team that will manage the HIE ongoing as a BAU service.
•Enable the solution to be extensible to additional health services, source systems and data types using a repeatable methodology with predictable timing, resource requirements and costs.
RFT Release Date / Process
Tenders will be sought via a Request for Tender to be published on the Victorian Tenders Portal (https://www.tenders.vic.gov.au/ ) within 2-3 weeks. The intent of the department is to release the tender subject to internal approvals being received. Tenders will be due within approximately 5 weeks of the release date. Note that there will be a vendor briefing 1 week into the 5-week response period.
