North East Water is intending to upgrade the Wastewater Treatment Plant (WWTP) at Bellbridge, 
Victoria
including the construction of a new earthen storage.

North East Water is seeking a suitably qualified Principal Contractor under a Design and Construct 
(D&C) contract to provide treatment options to supply Class C reclaimed water for irrigation at 
Bellbridge. A preliminary design will be issued as part of an RfT to the open market.

In their submission, Principal Contractors will consider the Total Cost of Ownership for two main 
treatment options.

-     Upgrade the existing lagoon based system, OR
-     Design and construct a mechanical treatment plant Common Scope of Works for both of these 
options includes
-     Design and construct an earthen storage
-     Design and construct an inlet screen
-     Design and construct sludge management
-     Design and construct power supply, a new electrical switchboard and control system

These works need to be completed while maintaining wastewater treatment services to the town of 
Bellbridge.

North East Water requires a Principal Contractor with an approved Occupational Health and Safety 
System fully certified against one of the standards / assurance systems listed by both the 
Department of Treasury (DTF) & Finance and Worksafe which includes

•     Australian Government Building and Construction WHS Accreditation Scheme
•     ISO 45001-2018
