Description

Contract for the delivery of Maintenance Dredging Services at a number of key waterways, channels, creeks, rivers, harbours and jetties within the local ports of Port Phillip and Western Port in Victoria, Australia for a 10-year period (2021-2030).

Parks Victoria is responsible for Maintenance Dredging within the local ports of Port Phillip and Western Port in its role as the local Port Manager under the Port Management Act 1995 section 44A. Maintenance Dredging facilitates safe boating access to local port facilities, harbours and entrances.

In 2017, Parks Victoria completed a review of its dredging works across Port Phillip and Western Port and in 2018 received Coastal Management Act 1995 (Vic) consent to alter and update its designs and schedules within the current Dredging contract. Dredging operations are now managed in accordance with Parks Victoria’s Bays Maintenance Dredging Program - Long Term Environmental Management Plan 2018-2027 (LTEMP).

Maintenance Dredging Services occur regularly in busy waterways, such as the entrance to Queenscliff Cut, Patterson River and Mordialloc Creek. Less frequent dredging may also occur at Portarlington Harbour, St Leonards Harbour, St Kilda Harbour, San Remo Jetty, Werribee River entrance, Tankerton Jetty and Hampton Pier.

The program’s annual volumes range between 120,000m3 and 210,000m3 due to the different sedimentation cycles at each site, weather events and other local conditions.

There are pre-determined onshore and offshore disposal locations at each site, which are typically less than 1000m from the dredging areas.

This will be an ongoing project, with dredging expected to be completed across the sites for the term of the contract which includes, seven (7) years with the option for Parks Victoria to extend the term for a further three (3) years.

The Agreement provides for a schedule of rates, the annual value will be subject to annual funding provided by Freight Victoria, Department of Transport.

The estimated total lifecycle value of the ten (10) year contract period is $29M (excl. GST) / $31.9M (incl. GST).
