The Victorian Government currently has a State Purchase Contract (SPC) for the provision of Stationery and Office Products with a sole supplier.  Annual spend for this SPC for the 2009 calendar year was approx $16 million for inner budget departments and $11 million for outer budget agencies.  The SPC expires on 31 December 2010 with no extension options available.

A new contract needs to be established in order to secure the benefits of an SPC arrangement.  The market research and opportunity analysis concluded that there has been a shift in the office supplies market since the current SPC commenced, and a new market approach is recommended.  This recommendation has been approved by the Victorian Government Purchasing Board.
