Description
The establishment of a Next Generation State Control Centre (NGSCC) is necessary to ensure that arrangements for the management of emergencies remain fit for purpose into the future. Analysis conducted by the successful Offerer will provide a key input into NGSCC development and the establishment of a key component of Victoria’s future emergency management framework.
The objective of this engagement is to document the level of analysis necessary to inform the future establishment of a NGSCC. This analysis will help guide the subsequent identification of a site, decision on funding and the development of detailed functional specifications once funding becomes available. The Offerer will deliver a jurisdictional scan report, basic gap analysis document, options analysis report and requirements definition document. The deliverables are outlined in detail in the Statement of requirements. EMV will use the analysis to inform a consultation process across the emergency management sector so that NGSCC requirements can be validated, a preferred site identified and the business case for funding developed.
