Description

The Victorian Department of Education and Training is seeking responses for the provision to conduct the 2020 Student Satisfaction Survey, 2020 Employer Satisfaction Survey and 2020 Employer Skills Survey. Note that a sole Supplier is to deliver the Employer Satisfaction Survey and Employer Skills Survey.

The Supplier(s) will be required to review and redesign all the surveys and provide the Department with improved survey instruments for the 2020 cycle. The Supplier(s) will then administer the revised surveys in 2020.

The redesigned survey instruments must be based on national and international best practice, with a view to (1) improve response rates and (2) provide a more representative student and/or employer view of the training experience at registered training organisations (RTOs) and community training organisations in Victoria.

Success factors for the surveys include the following:

  • The information from the surveys aligns and supports the Department’s priorities to improve labour market outcomes through quality learning.
  • Inform a comprehensive and robust suite of performance indicators that accurately measure the quality and performance of training organisations from the employers’ and students’ perspective.
  • The survey questionnaires are simple, easy to understand, keeping a balanced tone, well structured, engaging, and of appropriate length to optimise student and employer participation and reduce respondent burden.

The Supplier(s) will also be required to manage the administration and data collection of the surveys, development of appropriate sampling frame(s), construction of performance indicators, provision of preliminary and final data output files and associated coding, and analysis of RTO performance indicator results at the system level, RTO level, and other levels of interest to the Department. The Supplier(s) will also be required to analyse survey results and outline Victorian employers’ skills and recruitment needs and training experiences in an analytical report.

The Supplier(s) ability to showcase headline survey results via a suite of information products (e.g. infographic factsheets, interactive online data dashboards) are also highly desirable.
