Through this Request for Proposal (RFP), WorkSafe is seeking proposals from suppliers of claims administration platforms that will perform the back office claims functions, while integrating with Salesforce which will master customer touch points.   This forms a major element of the Worksafe transformation, which is being implemented across three time horizons.  Each of these three engagements (Horizon 1, Horizon 2 and Horizon 3) have/will be subject to multiple approval gates.

A summary of each horizon has been outlined below:

• Horizon 1 (July 2018 to September-2019, under way) will focus on establishing technology foundations, whilst delivering initial areas of business transformation that include licensing, inspections and fraud management as these have fewer technology dependencies.
• Horizon 2 (mid 2019 to mid-2021) will see technology foundations matured. In this horizon, initial transformation packages are completed and activities with greater technology and/or technology foundation dependencies are commenced, including workers compensation management, field force management, claims management and audit services.
• Horizon 3 (mid 2021 to mid-2023) will continue the rollout and the completion of packages, along with the commencement of final transformation packages that include investigations, complex dispute management and policy development and reform.

 The scope of this RFP is to select a preferred Claims administration platform (claims system) that integrates into the overall end to end enterprise solution (requirements, implementation and BAU) and gain a good understanding of the implementation and run price for Horizons 2 & 3. If at WorkSafe’s discretion, it enters into a contract, the contract will be for a Co design exercise. Near the completion of the Co-design exercise, it is envisaged that a proposal and draft agreement for the claims system, including implementation for Horizon 2 and 3 will be received and evaluated from the preferred supplier(s). WorkSafe is seeking to ensure the preferred supplier’s proposal for Horizon 2 & Horizon 3 meets desired requirements, solution fit and represents value for money.
