The Department of Primary Industries, Resource Rights Allocation and Management (RRAM) Program initiative is a business transformation program being undertaken by Energy and Earth Resources Division and Fisheries Victoria.

The RRAM Program objectives to be delivered are:
• Protect Victoria’s fishing resources for future generations
• Attract new, and secure existing, investment in Victoria’s earth resources industries
• Support the emergence of new market opportunities including geothermal energy, geo-sequestration and aquaculture
• Provide increased certainty of access to allocated natural resource rights and improve compliance with allocated rights
• Reduce the administrative burden to fisheries and energy and earth resources industries, and improve the operational effectiveness of the regulation functions that support them.

The successful achievement of these objectives is dependant upon business transformation and a superior technology offering that will implement an integrated, secure and maintainable resource rights allocation and management system capability within the Department. The scope of this request for tender is to specify, design, configure, test, train and support the RRAM solution.

A MANDATORY Briefing Session is to be held on 23 November 2009 at 4:10pm at level 16/1 Spring Street Melbourne. Please RSVP to the Contact Person; [email protected] by COB 20 November 2009. Attendance at the briefing is a pre-requisite to submission and consideration of a bid.

Closing date for all Tenders is 2.00pm local Melbourne time on 23 December 2009.
