Description

Background:

In 2016-17 the Department of Premier and Cabinet commissioned the research project and report ‘Social Value of War Commemorative Events’. The report, released in October 2017, detailed findings relating to the experience of veterans attending and involved with the commemoration of war. The purpose of a second piece of research is to build on these findings to provide insight into how commemoration impacts veterans’ wellbeing.

Required:

The following services are to be supplied, between March-November 2018 in Victoria:

1. Using the 2017 Report ‘Social Value of War Commemorative Events’, further investigate the motivations of veterans in attending commemoration activities relating to war and conflict.

2. Establish a suitable methodological approach to evaluate the social value and impact of participation in these commemoration activities on veterans’ wellbeing. (This may use existing wellbeing measures, indicators or indexes, however, a rationale should be provided for the selection of any particular model).

3. Conduct interviews with veterans, both participants and non-participants and attend commemorative activities. This may include major events (e.g. ANZAC Day) and smaller events.

4. From gathered evidence, evaluate the impact of commemoration activities on veteran wellbeing.

5. Produce a report for public dissemination, including recommendations, and present findings to stakeholders (coordinated by the Department).

Specifications:

The research is to include the following:

Consideration of the different types of commemorative events undertaken in Victoria and whether there are differences in impact from involvement in different types of events;

Consideration of the demographics (particularly age and gender), service and social context relating to the veterans participating in the project;

Consideration of changes in habits and motivation for changes in attendance over time;

Findings on expectations of veterans by demographic groups (age or conflict, gender);

Findings on the impact of commemoration on, and the experiences of veterans in relation to commemoration by demographic groups (age or conflict, gender).
