The Department of Education and Training (the Department) is seeking to engage suitably qualified audit firms (Service Provider) to deliver the following assurance arrangements:

• Arrangement A – one co-sourced Service Provider for the delivery of the Portfolio Internal Audit Plan and other services as prescribed in Appendix A
• Arrangement B – Service Provider(s) for the delivery of the School Council Financial Assurance (SCFA) program through an ‘agreed upon procedures’ (AUP) approach as prescribed in Appendix B
• Arrangement C – two to three Service Providers for the delivery of ad-hoc audits/reviews (corporate and schools) as required as prescribed in Appendix C.

The contract period will be for three years with the option of two 12-month extensions at the Department’s discretion.

Responses are invited from Service Providers demonstrating their ability to conduct the assurance activities under the above three arrangements. The Service Providers can submit tender responses for all arrangements (A, B and C) or for the number of arrangements as preferred.

The Department will award contracts for each arrangement with service providers. One service provider will not be selected for more than one arrangement.

The Department seeks to identify for each arrangement, Service Providers that are:

• able to provide all of the services required by the Department
• capable of, and committed to, working in collaboration with the Department over the term of the contract to improve the value, efficiency and quality of the services delivered.
