Description

The Loddon Mallee Rural Health Alliance (LMRHA) is one of five Rural Health ICT Alliances within Victoria responsible for the provision of many core ICT services to its members.  LMRHA includes 19 organisations made up of acute and community health members that service a geographic area of approximately 25% of the Victorian landmass with a population of around 310,000 covering 58,678 square kilometres and across ten Local Government Authorities.

LMRHA has operated under a Joint Venture Agreement (JVA) established by the Department of Health and Human Services since July 2008.  This agreement defines that the regional public health service of the region should take on the role of Lead Agency in the JVA and that the Alliance should utilise the purchasing and procurement policies of the Lead Agency which in LMRHA’s case is Bendigo Health Care Group (BHCG).  BHCG will manage the tender process and the preparation of any resulting contracts.

This tender is for the procurement and implementation through a successful tenderer of the components that make up a Virtual Desktop Infrastructure (VDI) platform for designated Health Services in the Loddon Mallee region (excluding BHCG) as well as offering user endpoint VDI devices. Tenders are also being sought for additional components that underpin the usability and acceptance of the VDI Solution including Active Directory Consolidation, Single-Sign-On Tap-On-Tap-Off solution, network bandwidth management and services associated with local server migrations for Loddon Mallee Rural Health Alliance and its member health services, and hosting of the solution.

It is preferred that the successful tenderer can act as a successful tenderer for all components, including optional components. Where a successful tenderer does not have capabilities in any or some of these optional components, the successful tenderer will be expected to sub-contract these optional components.

The ICT components and systems specified in this document will cover scope for building and deploying to an initial 500 desktop environment that must be scalable to over 2500 desktops by the completion of the rollout to designated Health provider sites. The VDI environment when completed will provide desktops to over 3000 users across north-west Victoria from Kyneton to Mildura and include 15 hospitals (plus sub-branches) and 3 community health providers. The VDI environment will not be required for Bendigo Health Care Group.
