CarbonNet is part of the Victorian Department of Economic Development, Jobs, Transport and Resources and is investigating the potential for establishing a carbon capture and storage network in the Gippsland Basin, Victoria, Australia.　

CarbonNet is planning for the drilling an offshore well in summer 2018-19 and, if it does so, it will need a person or organisation to provide advice in its dealings with a Drilling Management Company (DMC) that will procure and manage the drilling procurement and operation on CarbonNet's behalf and with the drilling contractor. The scope of the Offshore Drilling Advisory Services project will include:　

• provide advice in the tendering for the DMC　
• providing advice in relation to CarbonNet's role and responsibilities in the drilling program　
• provide advice to CarbonNet in its relationship with the DMC and the drilling contractor　
• providing independent advice on documentation and recommendations from the DMC during planning, tendering, operational and post-drill phases of the program　
• provide advice on the performance DMC and the drilling contractor　
• assisting in close-out and reporting　
• The advisor will not have a supervisory role with the DMC or the drilling contractor.　

Important note: the advisor role must be a separate entity to the DMC to avoid conflicts of interest. The DMC tender is expected to be advertised on the Victorian Government tenders web site about May and an alert email will be sent to potential bidders identified by CarbonNet. In addition to this drilling advisory role, CarbonNet will at some point seek to engage a specialist HSE advisor to provide assurance to CarbonNet that it is meeting its HSE obligations.
