Description

This proposal involves the supply to Western Health (WH) of the complete documentation to meet the strict intent of the Department of Health and Human Services (DHHS) Fire Risk Management 2013 Capital Development Guidelines – Series 7 and numbered from 7.0 to 7.12 for all bed-based facilities at WH (except Williamstown Hospital and FH South block).  At the end of engagement the successful tenderer shall supply WH with an updated Fire Safety Handbook (FSH) and a stage 1 audit report for all confirmed bed-based care or sleeping accommodation facilities and sites (except Williamstown Hospital and FH South block).  This requires the successful tenderer (auditor) to update existing Fire Safety Handbook.

 

This project is concerned with Stage 1 only of the fire risk management process. It is noted that if there are no non-compliances noted, then a Stage 2 works may not be required. However, any non-compliance needs to be noted in the audit report and discussed with WH and other potential stakeholders as to whether Stage 2 works are required. If they are required, these will be the subject of a separate tender agreement.

 

The Tenderer shall be aware that if an accredited building surveyor undertakes the Stage 1 audit and if there are Stage 2 works, the original auditing building surveyor cannot also be the Relevant Building Surveyor (RBS) reviewing the Stage 2 works. The accredited RBS must comply with Section 79 of the Building Act and be fully independent of the auditing building surveyor and the accredited fire safety engineer.
