The Melbourne Metro Rail Authority (MMRA) is inviting Expressions of Interest (EOI) for the Rail Systems Alliance (RSA).

The RSA Project will deliver the first brownfield implementation of a High Capacity Signaling (HCS) system (to be based on Communications Based Train Control (CBTC)) in Australia. The RSA Project is crucial to the overall delivery and success of Melbourne Metro, and through implementation of HCS, will underpin a change to the way the metropolitan rail network operates.

Interested Parties are invited to form consortia that have the requisite experience, capability and capacity to deliver the RSA Works.

The Invitation for EOI document, including Appendices A, B, C, E and F are available for download below. Appendix D (Returnable Schedules) is available for download via the MMRA Electronic Data Room (EDR).

Interested Parties should download the Pre-qualification and Registration for EDR access form to understand and participate in the two-stage Pre-qualification Process.

Stage 1 – EOI Briefing attendance: Interested Parties must complete a Corporate Confidentiality Undertaking (if one has not been previously executed) and the relevant schedules as applicable.

Stage 2 – Access to EDR and lodgment of an EOI: Interested Parties must execute the Probity and Process Deed (as relevant to their consortium formation status) and the relevant schedules.
