The Victorian Government has committed to making Victoria the Education State, this includes a focus on literacy, mathematics and science as core lifelong skills that empower Victorians to shape and reshape their lives.

To achieve large gains in literacy across all education sectors (early childhood, primary, secondary and higher education), the Department of Education and Training (the Department) must ensure that the whole system is working towards clear goals – to strengthen participation in, and the quality of, literacy teaching and learning across all life stages.

Advice to educators and providers on how to teach literacy is not based on current Victorian frameworks. Some advice is dated.

The Department has a primary role in reviewing our system settings and improving literacy teaching and learning for all Victorian children and young people.

The Department is seeking responses to this invitation for the provision of services as outlined in Part A.2 – Specifications.
