The successful supplier will be required to work with the Department and the TAFE CEO Reference Group to develop the following deliverables:

1.       Review and benchmark current organisational approaches, capabilities and systems for performance measurement see Research)

2.       Develop a sector-wide performance and accountability framework that includes:

                i.            recommend sector-wide performance metrics and methodology (and required capabilities and systems to support implementation), including optional institute-level metrics to allow the framework to be tailored to meet the specific needs of individual TAFEs. The framework will include reporting timeframes.

              ii.            a simple, indicator-based, balanced scorecard to assess how institutes are progressing across both financial and non-financial measures.

Note: the framework must meet VAGO standards and enable the Minister to hold TAFE’s accountable.

3.       Develop an implementation plan which includes:

                     i.            Specific systems, business intelligence tools, data and capabilities required for an efficient and effective delivery model

                   ii.            Timelines for reporting and benchmarking.
