The Department on behalf of the Australian Health Workforce Ministerial Council is seeking suitably qualified and experienced parties to undertake a cost effectiveness and efficiency review of the National Registration and Accreditation Scheme for health professions (NRAS).
 
The cost effectiveness and efficiency review of the NRAS is part of a broader review of NRAS (‘the NRAS Review’). The NRAS Review is a national project which has been commissioned by Health Ministers in accordance with the Intergovernmental Agreement for a National Registration and Accreditation Scheme for the Health Professions that was signed by the Council of Australian Governments members in March 2008. 
 
The objective of the cost effectiveness and efficiency review is to assess the:
(a)      cost effectiveness of the NRAS in meeting its overall objectives as set out in the National Law and the Intergovernmental Agreement; and
(b)      cost efficiency of current arrangements including the use of registration fees; accreditation and complaints management processes.
 
The successful tenderer will work with the Independent Reviewer for the NRAS Review. The Independent Reviewer and the NRAS Review Project Team will also provide expert advice and direction to the cost effectiveness review as required.
 

Tenderers should have relevant experience and expertise in undertaking cost effectiveness and efficiency assessments of regulatory schemes nationally and/or internationally. Tenderers should also be able to demonstrate ability to deliver similar projects within prescribed timeframes and designated budgets.
