Description

Purpose of the Tender

Rail Projects Victoria (RPV) requires a rail operations planning advisor with experience in Rail Network Infrastructure, Operations and transformational complex major capital rail-related projects to provide Rail Operational Planning Advisory Services to RPV for the development and delivery of its program of works.  

INTERESTED PARTIES ARE REQUIRED TO PRE-QUALIFY FOR ACCESS TO ALL PARTS OF THE RFP.

Background

RPV is the government agency of the Department of Transport responsible for the development and delivery of rail projects throughout the State of Victoria, Australia. The major rail projects currently under development and implementation in and around the greater metropolitan Melbourne area include the Metro Tunnel Project, Regional Rail Revival, the Western Rail Plan, Melbourne Airport Rail, and Suburban Rail Loop. RPV is responsible for the definition, planning, design, site investigations, stakeholder engagement, planning approvals, procurement, construction delivery and project commissioning.

The Opportunity

RPV requires an experienced rail operations planning advisor to help plan and support the successful development of the above mentioned projects. The operations planning will be required from a Network Operator’s perspective undertaking a network wide approach to the development of the projects. The key objectives of the service include:

Assist in understanding how to obtain operational efficiency out of the network to unlock capacity on the existing lines in recognising additional train paths for WRP and MAR.

Define the service levels and customer experience requirements for WRP, MAR, and SRL. 

Identify the necessary step change and transitions for network operations as each new line/project comes into service.

Prepare a concept of operations plan followed by a detailed operating plan for WRP, MAR, and SRL.

Prepare the functional requirements and high-level technical requirements for the WRP, MAR, and SRL.

Assess whether there is merit for the introduction of new operators, or operational framework, to the Victorian rail network for MAR and SRL and, if so, propose appropriate regulatory and contractual frameworks for the future operators and for any modifications to the existing framework.

The selected Rail Operational Planning Advisor will be awarded a contract for the provision of services with an expected contract term of 12 months with possible extension at RPV’s discretion.

Pre-Qualification Requirements

RPV requires Interested Parties with experience in Rail Network Infrastructure, Operations and transformational complex major capital rail-related projects to submit evidence of their capacity to undertake the role of Rail Operational Planning Advisor in responding to the pre-qualification criteria outlined below.

Interested parties are required to demonstrate a minimum of 10 years’ organisational experience in the provision of rail operational planning advisory services and have advised or delivered a minimum of three (3) projects on a metro rail system for a large city in the past 5 years.

Interested parties should currently be:

  • part of an accredited rail operator undertaking rail operational planning advisory services; OR 
  • be an organisation commercially engaged to provide rail operational planning advisory services to an accredited rail operator;
  • on a metro rail system for a large city.
  • Interested parties proposing to deliver the rail operational planning advisory Services are required to demonstrate a consistent annual turnover in excess of AUD$100m over two financial years capturing 2017 and 2018. 

The Pre-Qualification period closes at 5:00pm AEST on the 12 August 2019.

All communications in relation to this RFP will be managed through the Tender Manager via the Electronic Data Room (EDR)
