Major Road Projects Victoria (MRPV), on behalf of the State invites Expressions of Interest (EOIs) from suitably qualified Tenderers to undertake the role of Independent Reviewer for the Projects, to be jointly appointed by the State and Project Co from Contract Close. This document has been prepared to invite organisations to submit an EOI.

The purpose of this Invitation for EOI is to:

• provide information to potential Tenderers about the Independent Reviewer Services (the Independent Reviewer Services);
• outline the IR Tender Process and procurement timetable for the Independent Reviewer Services;
• invite potential Tenderers to submit EOIs and inform them as to the information to be included in any EOIs;
• set out the EOI Evaluation Criteria against which the State will evaluate each EOI and select the Shortlisted Tenderers; and
• elicit views and seek information from the market to assist the State's decision making on certain key issues for the Projects and the preparation of the Request for Tender (RFT).

This Invitation for EOI is issued by MRPV on behalf of the State. MRPV is leading and is responsible for managing the procurement of the SRU Program and the Independent Reviewer.
