Description

The Victorian Government has consistently heard from Victorian Aboriginal organisations and community that the way government currently funds Aboriginal organisations has detrimental long‑term effects on their ability to support better outcomes for Aboriginal Victorians.

An Aboriginal Funding Reform Project (the Project) has been established to investigate new ways of funding Aboriginal organisations. Five Aboriginal organisations have been selected to participate in the Project: Connecting Home, Djirra, Gunaikurnai Land and Waters Aboriginal Corporation (GLaWAC), Ramahyuck District Aboriginal Corporation (Ramahyuck) and the Victorian Aboriginal Health Service (VAHS).

The Project seeks to:

- work with five selected Aboriginal organisations to identify and develop solutions to address funding issues that affect them, including changes that need to occur within government systems
- develop and test ways to work towards achieving pooled, outcomes-based funding arrangements and other mechanisms to realise greater self-determination for all Aboriginal organisations in relation to funding, planning and budgeting.

DPC is seeking to engage a suitably qualified independent consultancy to map current funding arrangements between the Victorian Government and the five participating organisations. The selected supplier will identify duplication and inefficiencies and provide recommendations to improve the effectiveness of funding arrangements. The exact requirements and specifications for this project are set out in the Services to be Supplied section of this document and Schedule 1 (2) of the proposed contract. The consultancy will be required to provide an interim report to DPC with findings from the mapping, facilitate a workshop with the participating organisations and government to identify opportunities for improvement and streamlining, and produce draft and final reports presenting findings, analysis and recommendations.
