Introduction

The National Assessment Program Literacy and Numeracy (NAPLAN) is an annual assessment for all students in Years 3, 5, 7 and 9. It tests the types of skills that are essential for every child to progress through school and life. The tests cover skills in reading, writing, spelling, grammar and punctuation, and numeracy. The assessments are undertaken every year in May and NAPLAN has been part of the school calendar since 2008. The Victorian Curriculum and Assessment Authority (VCAA) is the Test Administration Authority (TAA) for all schools in Victoria. As the TAA for Victoria, the VCAA is responsible for the successful implementation of NAPLAN for Year 3, 5, 7 and 9 students in Victorian Government, Catholic and Independent schools.

From 2018, NAPLAN commenced the transition from a pen and paper to an online test (i.e., students complete NAPLAN tests using a computer or other electronic device, such as a tablet). By 2020, it is expected that all schools will transition to delivering NAPLAN Online. In addition to students undertaking the tests on a device, schools are required to manage and administer the tests via a national Online National Assessment Platform (the platform).

Schools play a central role in ensuring the smooth running of NAPLAN tests. The VCAA conducts a number of school readiness activities to ensure that schools are best prepared to transition to NAPLAN Online.

One of these activities is to conduct in person training sessions targeted at NAPLAN Coordinators. The NAPLAN Coordinator is responsible for managing NAPLAN test administration within a school. Other school staff involved with the delivery of NAPLAN may also participate in the training. This training is offered to all schools, across all sectors (Government, Catholic and Independent).

Scope

In May 2019, approximately 1000 schools will transition to NAPLAN Online. By May 2020, it is anticipated that the remaining 1400 schools in Victoria will transition from delivering NAPLAN as a pen and paper to an online test.

The Authority is seeking tenders from suitably qualified and experienced organisations that are capable of delivering face-to-face training sessions across Victoria as per the dates set out in the training schedule in the Statement of Requirements (Item 3.2.16). Training sessions will take place across two events in July/August 2019 and in March 2020.

This training is to deliver content developed by the Authority that includes detailing the objectives of the NAPLAN Online transition program, use of the platform to manage and administer the tests and associated operational procedures and policies. The training also includes practical activities for attendees to experience the online tests and platform.
