Description

The North East Link Authority, on behalf of the Victorian Government, invites suitably qualified Respondents to submit Expressions of Interest to deliver the Early Works for North East Link.

North East Link is the largest investment in a road project in Victoria’s history. It will complete the missing link in Melbourne’s orbital freeway between an upgraded Eastern Freeway and the M80 Ring Road. North East Link will also deliver the Doncaster Busway, Melbourne's first dedicated high-speed busway, between the Doncaster 'park and ride' to Hoddle Street.

Prior to commencing the Primary Package, Secondary Packages and the Tolling Services Package for the North East Link project - the State plans to carry out certain Early Works. Key objectives for the carrying out of the Early Works are to:

  • minimise critical interfaces to de-risk North East Link; and
  • facilitate efficient and value for money delivery for North East Link by undertaking critical enabling works before the Primary Package and Secondary Packages commence. 

The State is proposing to appoint a Managing Contractor to assist it to further develop and, subject to the State determining to proceed to delivery, to deliver the Early Works.

A Managing Contractor will initially be appointed in relation to the planning and development of a Base Scope. Further Early Works may be included within the scope of the Managing Contractor's arrangements, subject to further consideration by the State.
