The Emergency Alerting System (EAS) has been used by the Country Fire Authority (CFA), Victoria State Emergency Service (VICSES) and Ambulance Victoria (AV) (Rural) since 2006 to alert both career and volunteer emergency personnel of emergencies, via one-way pager messages, throughout Victoria. The system is an integral and vital part of these organisations’ operational procedures.

Although the EAS performs well, user feedback has highlighted a number of features which, if included, would improve its usability and the productivity of the user base.

Analysis has determined that for many of these features, there is no technically feasible means of upgrading the existing EAS service to address them. Therefore, it has been determined that a Supplementary Alerting Service (SAS) delivered via a smartphone app would be required to address the issues. The procurement of this SAS app is the subject of this Request For Tender (RFT).  Only the successful Offerer will be given access to the existing EAS service (including the relevant interfaces) in order to develop and deliver the SAS application, and only after a contract has been executed by the parties.
