South East Water’s asset planning services are currently delivered in-house by South East Water’s planning engineers with consultancy support procured ad-hoc on a needs basis.

On 1 July 2018, South East Water commenced the delivery of the Price Submission 4 program of works. The program forecasts South East Water major capital expenditure on drinking water, recycled water, sewerage and wastewater treatment infrastructure over a five year (2018-2023) program of works. An opportunity has been identified within this program to replace the current decentralised procurement of asset planning services with ongoing planning partners to drive efficiency and consistency across project planning phases.

The opportunity considers the need for planning partners capable of providing non-exclusive asset planning services to South East Water across the four major work stream areas:

• Sewer Growth
• Water Growth
• Asset Safety and Reliability
• Wastewater Treatment and Resource Recovery

The planning partners would be required to deliver asset planning services aligned with the full planning and monitoring phases of the asset management lifecycle. Planning partners would be required to demonstrate organisational capabilities in the following planning areas:

• Network and Asset Performance Modelling
• Master Planning
• Functional Design
• Business Case Development
