Description

As part of Regional Development Victoria’s ‘Regional Jobs and Infrastructure Fund - Strong Regional Communities’ program, the Stronger Creative Regions (Regional Arts) Package (to be referred to as the Regional Arts Package, or RAP) is managed by Creative Victoria. The $20m (2015/16-2018/19) investment lapses in 2018/19. For renewal of programs with fixed term State Budget funding, the Department of Treasury and Finance (DTF) mandates a lapsing program evaluation.

There are seven distinct programs either fully or part-funded through the Regional Arts Package:

  1. Engaging Audiences
  2. Major Touring
  3. Full House
  4. Small Town Transformations
  5. Touring Victoria
  6. Regional Partnerships
  7. Regional Centre of Culture

Each program is being implemented independently and will conclude by July 2019. This lapsing program evaluation will utilise data currently available and identify any data gaps. It is expected that consultation and qualitative research also be undertaken to meet lapsing program requirements under the Victorian Government's Performance Management Framework. The final report must present a summary on the programs as a complete package.

Upon completion of all programs by mid-2019, a second stage of evaluation will be undertaken to measure the impact of the programs and align to the Regional Jobs and Infrastructure Fund (RJIF) monitoring and evaluation framework. The second stage does not form part of this RFQ’s scope, however, the final lapsing program evaluation report will contribute to stage two.
