The Department is seeking to establish three, three-year strategic alliances, each with a suitably qualified and experienced provider, or a group of providers working together, to support transformational change for the department and its services. The alliances are for the distinct but related domains of organisational improvement, health and community services.

The department requires professional advisory services to complement and help expand its core capabilities and is seeking to do this through the introduction of a new strategic alliance model in three domains of its responsibility, organisational improvement (largely focused within the department) and health and community services (largely focused on the services and programs delivered to Victorians).
