The construction estimate figures are ex GST.

It is important to recognise that SWH will be working within a constrained budget environment. The construction estimates are not to be interpreted as being the confirmed budget for the construction works but rather were used for the purpose of dimensioning the project as part of the government funding process. SWH will work with the appointed architect, as part of the design team, to ensure the project remains within budget.

It is also acknowlegded that SWH is not expecting a detailed design from the market as part of a tenderer's response to this Tender. The detailed design will be part of the deliverables provided to SWH after the appointment of the architect ('Contractor'). To this extext the construction estimate figures are being provided for information purposes only to assist the market understand the scope of the project.

It is SWH's preference that the architect ('Contractor') appoints the quantity surveyor.

It is also worth reiterating that all members of the design team (including SWH and the contractor's sub-consultants) will have a shared responsibility for designing the project within budget.

It appears that SWH is seeking an initial design response to be included as a part of the offer (ref: RFT Part B – Responses Schedule, cl. 3.4). To support your objective comparison of design responses, is there an endorsed Schedule of Accommodation available that is to be reflected in the scheme? If so, please provide.

SWH does not have a Schedule of Accommodation. The Preliminary Design provided by SWH as part of the tender documents was to provide an indicative floor plan and in particular the allocation of floor space between client waiting areas, client engagement areas and SWH staff areas within the building and the general layout of the site relative to the Percy Street entrance.

In Part B, Tender Response Schedules, Question 3.4 suggests that the design should factor in a cost of construction of $500k - $600k. Can more detail be provided.

The Tender Documents will be changed via a formal addendum at the end of the period for questions and queries. The addendum will allow for the inclusion of more detailed costing estimates which have been derived from SWH's funding submission. The costing estimates information provided in the Tender Documents will be subject to variation in line with the changing needs and obligations of SWH and is not to be construed in any way as a guarantee to the market. If anything, the estimates are best treated as maximum allowances. Categories of expediture are used here for convience only. All members of the design team (including SWH and the contractor's sub-consultants) will have a shared responsibility for designing the project within budget.

Total Construction Estimate = $1.08M

Structural Works: $177k

Masonary Works: $65k

Finishes (eg:flooring, tiling, painting): $133k

Electrical / Comms / Secuirty: $84k

Plumbing / HVAC: $206k

Windows, Doors, Plaster, Joinery Works: $231k

Civil / Landscaping: $75k

Furniture: $108k

Could you please provide comment about the 3m building setback from the side and rear title boundaries. Is this a requirement / preference by SWH for example for vehicle access or was this something that the Architect noted on the plan in terms of fire protection or something else? In other words does the revised design have to comply with the proposed 3 meter setback.

The 3m set back avoids the construction of fire walls etc and also allows SWH to have natural light and aspect from sides of the building. SWH anticpates the design will stay as is.  Glenelg Shire Council is also generally happy with the current format.

  • Could you please confirm that respondents are not required to be prequalified on the Construction Supplier Register?
  • Is the Architect required to appoint a Quantity Surveyor, Building Surveyor or Land Surveyor as part of the tender submission?

1. As per the Part A Tender Dcoument, he Architect / PM being sought for this stage of the project does not have to be pre-qualified on the CSR.

2. Please refer to Part A - Tender Details, Part 7, clause 80: “SWH is expected to appoint its own Building Surveyor to the Project”.
