Question:

Will you charge rent for staff delivering IAP and Housing Support Services to be based at the courts? If so, how much?

Answer:

No rent will be charged for IAP workers to be located on-site.

 

Question

Can we include set up costs in our budget? 

Answer:

MCV will provide desks, chairs and a computer linked to the CSV network. Any other set up costs should be included in the budget.

Question:
1. In what context do you mean by "peer support" in the dot point under d)Organisational Capacity, the organisational infrastructure and capacity to provide peer support, supervision, mentoring and support to staff? Do you mean peer support for staff supporting each other, or peer support workers with a lived experience in the team of staff supporting the participants?

Answer:

Peer support in this context relates to staff supporting each other.

 

Question:

2. Are you able to provide the approximate number of participants who will be supported through IAP and Housing Support Services per year? 
 

Answer:

*note all numbers bellow are indicative.

In the 2016/17 period 1140 participants were referred to the IAP workers across the four court locations. 

There are a total of 40 THM properties that require support, the number of particpants referred for a THM property will be dependent upon the vacancies that become available. 

Question:
3. There is a statement on page 10 of the RFT Guidelines that states, Major risks associated with the provision of services should be identified, analysed and strategies detailed to address risks. Where in the questions of the selection criteria do I respond to this statement? 

Answer:

Major risks should be identified in the quality assurance section, where the tenderer sees it fits best in relation to the questions.

Part C of the RFT 2018-0530 - the contract - comprising two parts: 

MCV Housing Support Services AS4122-2010.pdf and MCV Housing Support Services Special Conditions - Non - design services.doc

has now been uploaded on Tenders Vic website. Please make sure you download and familliarise yourselves with the contract.

Question: We would like to clarify if this tender is binding or non-binding?

On page 23, under 28.3, it states that "The Organisation may: negotiate with one or more Tenderers and allow any Tenderer to vary its Offer....", yet under 29.2, it says that "The Tenderer is bound by its offer and if selected as the successful Tenderer, must enter into a contract on the basis of the Offer without negotiation".

Answer: The Conditions of Participation are binding. Clause 28 refers to the evaluation process and cl. 28.3 means that, during the evaluation process, discussions between CSV and a Tenderer may lead to a Tenderer varying its Offer. Clause 29 refers to the selection of a preferred Tenderer and cl. 29.2 means that a preferred Tenderer cannot negotiate its Offer at this stage.

Question: We are unable to find Part C - Proposed Contract in the tender specifications avaliable for RFT 2018 - 0530. There is no attachment (Agreement for the Provision of Services) avaliable on this website, as stated in the specifications. Would you be able to make this avalaible?

Answer: As previously advised (refer Forum post from CSV dated 29/01/2018), Part C of the RFT 2018 - 0530  - proposed contract - will be uploaded on Tender Vic website soon. All the suppliers who have downloaded the RFT documents will be notified by Tenders Vic automated e-mail when Part C - the contract - will be available for downloading.

Question: Would you be able to provide a figure of up to how much money organisations are able to apply for IAP and Housing Support Services for this tender? Or ,would you be able to provide a ballpark figure of how much funding has been allocated for this tender?

Answer: CSV's budget for this project is commercial-in-confidence information. Unfortunately, we are unable to provide the requested figures to suppliers.
