Description

The Office of the Chief Parliamentary Counsel (OCPC) is an Administrative Office of the Department of Premier and Cabinet.

The Chief Parliamentary Counsel is also the Government Printer for Victoria, and has responsibility for ensuring the printing, publishing and distribution of Victorian Acts and Statutory Rules.

The Hard Copy Publishing Distribution Agreement (the Agreement) provides exclusive rights to print, publish and distribute legislation in paper hard copy format and designated as being with the authority of the Government Printer.

Note: The rights under this Agreement extend to the authorised printed hard copy format only and not to any publication in electronic or any other medium.

The services to be provided under this Request for Tender (RFT) and any subsequent agreement are critical to the operation of the Office of the Chief Parliamentary Counsel and are high profile. Some of the printing tasks are subject to inflexible deadlines and the meeting of agreed timeframes is essential.

The current Agreement will expire on 31 December, 2018 and a new Agreement must be in place by 1 January, 2019. The New Agreement will be for a fixed term of three years with a two year option to extend.

The Agreement sets the prices for purchase of legislation by the community and prescribes delivery and production standards/ requirements, including that ensuring the community is able to purchase legislation both via print on demand and in person, and to manage subscription services on behalf of the State.

The objectives of the Agreement are to:

  • to provide the State and public with timely, quality publication and distribution of legislation as cost effectively as possible
  • to meet Community Service Obligations with access to the law
  • to ensure the community can rely on the accuracy and integrity of legislation in printed hard copy format (authorised)
  • to appoint the Service Provider as the exclusive publisher of legislation in printed hard copy format on behalf of the State
  • to appoint the Service provider as the prescribed bookshop in accordance with section 20 of the Subordinate Legislation Act 1994.
