Description 

The Victorian Public Service Graduate Recruitment and Development Scheme (GRADS) is a Victorian Government initiative that builds a sustainable pipeline of diverse, high potential talent for the Victorian Public Service (VPS) to deliver on current and future government priorities for Victoria. The objectives of the GRADS are to:

  • Attract and recruit high potential graduates with diverse backgrounds and experiences to meet current and future public service workforce demands;
  • Provide graduates with the experiences, capabilities and support to establish meaningful public sector careers; and
  • Maintain a program that is evidence based, provides value for money, and is focussed around continual improvement.

The Victorian Public Sector Commission (VPSC) manages the GRADS on behalf of VPS, in collaboration with participating organisations. From 2019, an intake of graduates will be recruited twice each year via a multi-step recruitment process.  This process includes an online application form, online blended assessment, video interview and assessment centre (including final stage interview).

A suitable venue is required to facilitate the assessment centres. During assessment centres, candidates will participate in an individual activity, group activity and interview with departmental representatives to determine their suitability for the GRADS. An additional technical activity may also be included. The assessment centre may be the first in-person interaction a candidate has with the VPS, therefore an accessible venue that is clean and professional is highly important and contributes to the reputation of the GRADS and the candidates’ overall experience.

Once onboarded, graduates undertake a comprehensive learning and development journey which includes attending multiple face to face workshops. A suitable venue is required for these workshops that is conducive to an effective learning environment.

In addition, VPSC manages the VPS Early Career Development Program (ECDP) to support early career talent within the VPS. The ECDP is an eight-month learning and development program designed to complement department and agency specific inductions. The VPSC requires suitable venue(s) to enable facilitation of workshops for ECDP participants.

The VPSC may engage multiple suppliers to provide suitable venue(s) for the assessment centres, large scale and or small scale graduate development workshops across required dates. This is dependent on responses received for this invitation to supply, the ability of suppliers to meet VPSC needs while representing good value for money.

VPSC, at their discretion, may extend contract(s) for an additional two years, with an expected increase in the number of days required each year in comparison to 2019. Capacity of rooms required, and future needs are also expected to differ significantly due to the expected growth the GRADS.
