The Department of Human Services (DHS) Disability Services Division (DSD) is seeking suitably qualified and experienced parties to undertake a one-year evaluation described more fully in the attached tender brief.  


The Victorian State Disability Plan 2002-2012 takes a whole-of-government and whole-of-community approach to disability looking at all aspects of life for people with a disability, including disability supports, health and community services, recreation, education, employment, transport and housing.

The Plan outlines the Victorian Government's vision for the future, in which people with a disability enjoy the same rights, opportunities and responsibilities as other people in the community.  

Priority strategies of the State Disability Plan include:
· Reorienting disability supports;
· Developing strong foundations for disability supports;
· Promoting and protecting people's rights;
· Strengthening local communities; and
· Making public services accessible.

Individualised Planning and Support
The development of an Individualised Planning and Support (IP&S) approach is a key enabler of the priority strategy that aims to reorient disability supports.

The IP&S approach is based on international experience and aims to ensure that supports focus not only on people's needs, but their aspirations, goals and choices that they make about their lives. This approach represents a significant shift from the existing disability support system in Victoria where most resources are allocated on a program rather than an individual basis; where planning tends to be driven by fairly prescriptive, service driven processes; and where support is often provided on a group basis. The IP&S approach is being implemented in the first year through the Support and Choice Initiative.
