The State is seeking tenders from Service Providers to provide Master Agency Media Services (“MAMS”) for the provision of media planning, purchasing, placement and related services.  The contract shall be accessible by Victorian State Departments and public authorities/agencies.  The service will also be accessible to a small number of non-government entities as determined by DPC in line with endorsed guidelines.
Amongst other things, the service will require the successful Service Provider(s) to:
a)  Negotiate best in-market rates for media placements;
b)  Provide cutting edge media planning, strategy and evaluation services;
c)  Provide innovative media booking and placement services;
d)  Provide an invoice management service;
e)  Provide specialist media expertise and advice;
f)   Provide reporting and analysis on delivery of the service; and
g)  Accept a retainer-based remuneration model for the provision of this service.

Service Providers are invited to submit proposals, which must respond to either one or both of the following categories under this contract:
a)  ADVERTISING SERVICES: which includes a combination of campaign and non-campaign activities:
a. Campaign services: These include activities designed to inform, educate, motivate, change, report, or influence attitudes or behaviours.

 b. Non-campaign services not related to recruitment: These include but are not limited to placements relating to educational courses and enrolment, auctions, tenders, road closures, announcements, public, statutory electoral and emergency notices.

b)  RECRUITMENT SERVICES: consisting solely of advertising activities related to recruitment. These generally appear in one or more newspapers and digital/electronic media such as internet, radio etc. These services may also include the need for production and despatch services.

The State reserves the right to award dedicated contracts to a provider for either categories a) and b), or to one provider to deliver all.
