Description

The Department of Sustainability and Environment (DSE) is seeking Expressions of Interest (EOI) from suitably qualified individuals, organisations and consortiums to undertake water quality and quantity monitoring of 550 sites in the northern and western regions of Victoria.

For ease of management, and due to the varying requirements of the different monitoring areas,
-Victoria has been divided into the following three monitoring regions:

1.  North East monitoring region - 200 water quantity monitoring sites in total, of which 195 are hydrographic monitoring sites and 60 are water quality monitoring sites
2.  North West monitoring region - 220 water quantity monitoring sites in total, of which 200 are hydrographic monitoring sites and 90 are water quality monitoring sites
3.  South West monitoring region - 130 water quantity monitoring sites in total, of which 125 are hydrographic monitoring sites and 50 are water quality monitoring sites.

There are three separate parcels of work being tendered in each of the three monitoring regions
(i.e. nine separate parcels of work in total).  These parcels of work, referred to as Contract Modules are:
Module 1 –Flow, Level and Rainfall monitoring as well as some in-situ water quality
                   monitoring instruments.
Module 2 –Field Water Quality Measurements and Collection of Water Samples
Module 3 –Laboratory Water Quality Analysis.

Hydrographic, field work and laboratory analysis will extend for a period of 3 years, commencing 1 February 2005. Successful tenderers will be required to enter into a written performance based Agreement for each Contract Module to which they are appointed.

A briefing session will be held at the CTC Conference Centre, 278 Victoria Parade,
East Melbourne, on Tuesday 13 July 2004 at 10:00 AM EST.  It is expected that all organisations seeking to lodge an EOI for one or more of the Contract Modules, in one or more of the three monitoring regions, will be represented at this briefing session.

The closing date for the EOI is at 2:00 PM EST on Thursday 29 July 2004.  EOI responses must be clearly marked EOI 201412 -Surface Water Quality and Quantity Monitoring in North East, North West and South West Victoria and placed in the Tender Box, located at DSE’s office on the Ground Floor, 8 Nicholson Street, East Melbourne 3002, by the specified closing time.  

It is important that, prospective tenderers clearly mark on the front of their EOI document, the monitoring region(s) and Contract Modules for which they are Tendering to aid processing of submissions.

Late EOI will not be accepted. Faxed or e-mailed EOI will also not be accepted.

Only short-listed prospective tenderers will be invited to prepare and submit a fully costed Tender.
