Upon review, the Department has determined that the following capacity is to be modified:
Schedule 2, Clause 10 (d) - Performance of Absolute Availability fire bombers
This clause should be amended from carriage of 2200 litres of retardant to read 2050 litres of retardant for Absolute Availability firebombers.
Item 01 (Invitation), paragraph 5 of the Request for Tenders remains unchanged.:

Clause 16.2 (c) Specimen Contract - Professional Indemnity Insurance
The Department has been unofficially advised that this type of insurance for Aerial Firefighting operations is difficult to obtain and potentially unavailable in the insurance industry. The Department will investigate the situation in relation to this tender process, meanwhile tenderers are advised to complete and submit tenders based on non compliance with this clause. If such insurance is available, successful operators may be required to comply prior to award of any contract for services.
Clause 4 (s) Schedule 2, Specimen Contract - Requirement to keep the aircraft hangared.
There is no requirement to keep the aircraft hangared. There is a requirement to keep the aircraft locked when not under the control of the contractor or their representative.
The Department of Sustainability and Environment (DSE) is responsible for the protection of Victoria's State Forests, National Parks and other public land from damage by wildfire.
DSE has a requirement for aircraft and pilots, to provide fixed wing firebombing services for at least 12 weeks during each summer fire season, approximately November to March, for the next three to five years.
Aircraft will be either contracted on the basis of Absolute Availability, which generally requires the full commitment of the aircraft for a given fire season, or on Partial Availability, which generally allows the aircraft to be used for other work during the contract period, subject to approval by DSE. The number and type of services contracted will be determined on the basis of tendered prices and the strategic importance associated with the distribution of aircraft around the State
DSE invites suitably qualified organisations to submit tenders for supply of the required services. Separate tenders should be submitted for each tender.

Separate tenders, completed in accordance with instructions in the tender packages, must be placed in sealed envelopes, clearly marked Tender 201368 or Tender 201369, and be lodged in the Tender Box, Ground Floor, 8 Nicholson Street, East Melbourne Vic 3002. Posted Tenders must be received in sufficient time to be placed in the Tender Box by the closing time.
