The Victorian WorkCover Authority (VWA) and the Transport Accident Commission (TAC) have a need for Internal Audit Services to assist the Boards and Audit & Risk Management Committees (ARMC) of the VWA and TAC to fulfil their obligations with regard to:
- Integrity and quality of interim and annual financial reporting and disclosure;
- Identification and management of key business, financial, regulatory, and reputation risks;
- Compliance with relevant laws, regulations, standards and codes; and
- Adequacy of internal control framework.
The delivery of internal audit services will primarily provide the ARMC’s with assurance on the business’ capability and performance on the management of risk, the effectiveness of compliance activities and the adequacy of internal controls. Internal audit outputs should also provide guidance to management on control improvement and treatment of risk.
The VWA and TAC have split the required internal audit services into three distinct packages:
- Transactional Compliance Auditing Services
- Information Technology Auditing Services
- Governance and Strategic Auditing Services
All respondents are invited to lodge tenders for one or more of the service packages for either the VWA or TAC or both.
VWA and TAC are therefore undertaking a public tender process with a view to putting in place a firm to supply all service packages or different firms to supply each service package for either the VWA or TAC or both organisations, for an initial period of three years.
In demonstrating its ability to successfully manage Victoria’s health and safety system, workers’ compensation scheme and transport accident scheme, the VWA and TAC has embedded a culture of strong corporate governance and financial integrity, and has adopted core organisational values of commitment, integrity, cooperation, accountability and care.
VWA and TAC therefore seeks tenders from internal audit providers that represents:
- a high standard of performance of the Requirements;
- good value for money for the Services provided; and
- the best outcome for the Authority.

12 June 2004 - Request for Tender (RFT) invited
22 June 2004 - Briefing Session
19 July 2004 –10.00 am - Tenders close
19 July –20 August 2004 - Evaluation and negotiation with respondents
27 August 2004 - Decision on Final Appointments
1 September 2004 - Contracts in place for transition period
1 October 2004 - Successful respondents commence Internal Audit program for initial term.
