Description
1.1 The Program for which tenders are being sought is funded as part of the Victorian Department of Education’s (DE&T) 2006-2009 Australian Government Quality Teacher Programme (AGQTP). The AGQTP
focuses on enhancing the quality of teaching and school leadership in Australia to improve student outcomes.
1.2 Tenders are sought for a statewide professional learning program for Assistant Principals and Leading Teachers in Victorian government schools for each of the 2006, 2007, 2008 and 2009 calendar
years in accordance with Part B: The Project Specification. The Program will provide assistant principals and leading teachers with the opportunity to build their capacities as education leaders and
change agents.
1.3 The Program must be accessible to Assistant Principals and Leading Teachers across the government school sector including all of the nine DE&T Regions. However, schools from the Catholic and
Independent sectors should also be able to participate on a cost-recovery basis.
1.4 Detailed background information about the AGQTP DE&T’s strategic approach to professional learning and school effectiveness are provided in the Background Section of the Project Specification
which is Part B of this tender package. All tenderers are advised to familiarise themselves with this Section and with the support documents referred to in Section 7 of the Project Specification.
1.5 The Service Provider is to design and deliver a professional learning program in response to this Project Specification that is consistent with DE&T’s Seven Principles of Highly Effective
Professional Learning.
1.6 The Program will cater for approximately one hundred participants from Victorian government schools in 2006 (with options to extend for 2007, 2008 and 2009 – exercisable at the sole discretion of
DE&T).
1.7 The Service Provider will be required to manage all administrative and organisational tasks associated with the development and delivery of the program.
1.8 The Service Provider will be required to conduct an evaluation of how the Program met its objectives.
1.9 The Service Provider will be required to sign a DE&T General Purpose Contract. A draft of this contract is provided in Part C of this tender package. Tenderers are advised to examine the draft
Contract and the Introduction to Part C – Conditions of Contract.
