Description

1.1 The Program for which tenders are being sought is funded as part of the Victorian Department of Education’s (DE&T) 2006-2009 Australian Government Quality Teacher Programme (AGQTP). The AGQTP
focuses on enhancing the quality of teaching and school leadership in Australia to improve student outcomes.
1.2 Tenders are sought for a statewide program for approximately 40 principals of Victorian small government schools for each of the 2006, 2007, 2008 and 2009 calendar years.
1.3 The Program will provide principals of small schools with the opportunity to build their capacities to implement curriculum reform or other specific school improvement initiatives identified by
participants by:

• Enabling participants to identify areas for development that relate to Sergiovanni’s five domains of transformational leadership;
• Creating conditions for reflective learning;
• Assisting participants to develop a deeper understanding of themselves as leaders and to develop strategies to enhance their leadership capabilities and address the challenges faced in small
schools;
• Supporting participants to create conditions for effective teaching and student learning to support whole school reform; and
• Providing participants with the opportunity to extend their professional learning within the small school context.
1.4 The Program will include a needs analysis process and tools to assist participants to identify their development needs; coaching for all participants, training of a pool of coaches/critical
friends to support participants; the development and implementation of strategic improvement projects to support curriculum reform or other school improvement initiatives; and study groups to
encourage shared learning and facilitate collaboration between principals in similar contexts.
1.5 The Service Provider will be required to manage all administrative and organisational tasks associated with the development and delivery of the program.
1.6 The Service Provider will be required to conduct an evaluation of how the Program met its objectives.
1.7 The Service Provider will be required to sign a DE&T General Purpose Contract. A draft of this contract is provided in Part C of this tender package. Tenderers are advised to examine the draft
Contract and the Introduction to Part C – Conditions of Contract.
