Development of an Environmental Sustainability Design Guideline for School Construction

The Department of Education wishes to engage Environmental Sustainability Design (ESD) design specialists to review the sustainability components of the Building Standards Quality Handbook (BQSH) and
to develop a distinct ESD document for Victorian school buildings. The major stages for this project are likely to be:

2.1 Literature review:
• A literature review to identify and document appropriate literature
• A gap analysis of the BQSH resulting from the literature review and recommended approach
2.2 Discussion with Stakeholders
2.3 Analysis of relevant data:
• Gather and analyse specific data relevant to Victorian schools, for example, climatic, building, environmental and regional data
2.4 Development and modelling of Environmental Sustainability Design Concepts
• A life cycle costing model that reflects the unique requirements of Victorian schools
• Performance benchmarks for ESD that maximises the design advantages for each climatic region
• Specific ESD benchmarks for different school types
• A flexible ESD assessment tool that incorporates points 1-3 above
• A flexible ESD electronic assessment tool that incorporates points 1-3 above (optional dependent on cost)
2.5 Develop documentation:
• Distinct ESD document for the BQSH
• Revision of the BQSH in relation to the new ESD document

This project will need to be appropriately planned, reviewed and documented. ISO 9000 status is required. The final documentation needs to be completed by the end of June 2006.
