Development Victoria is seeking to engage a civil works contractor to finalise the delivery of a road adjacent to the rail corridor between Flinders Street and Wurundjeri Way within the Melbourne Quarter precinct, Docklands. The purpose of this road is to enable the rail operator to access and maintain the adjacent rail network. Stage 1 of the road was completed in 2019.

Stage 2 of the rail access road project will involve civil works to complete the north half of the road and installation of road lighting within both Stages 1 and 2.

The procurement process will be conducted via a Selective Tender process from the VicRoads prequalification scheme. The selected bidders will need to be prequalified in the Road and Bridge Construction Group, with a minimum qualification of Road Construction Category R2.

The RFP is forecasted for release in October 2023. The construction works are forecast to commence in early 2024. The completion of the construction works is required by May 2024.   

Bidders must be able to demonstrate relevant and recent experience completing similar projects, including:

• ability to work in and near to the rail corridor
• ability to work in public spaces
• work on small scale capital road and civil projects
   

This tender process is subject to the Social Procurement Framework.

The successful bidder will be engaged on a construct only Development Victoria’s AS2124 Modified Contract.
