The Royal Commission into Victoria’s Mental Health System Final Report recommended the Victorian Government, as a matter of urgency, ensure every region has a Youth Prevention and Recovery Care (YPARC) service for young people aged 16-25, supported through a common and consistent model of care (MoC) – Recommendation 21(2)(a). The Victorian Government has committed to implementing all the Royal Commission’s recommendations.

This tender relates to a Main Works Package for the Shepparton site. Capital funding of $141 million was announced in May 2021 State Budget to fully acquit Recommendation 21(2)(a) and deliver five new 10-bed YPARC facilities (Ballarat, Geelong, Heidelberg, Shepparton, & Traralgon) and refurbish three existing YPARC facilities (Bendigo, Dandenong, & Frankston).
