Description
Department of Justice and Community Safety
The Department of Justice and Community Safety (the department) leads the delivery of justice services in Victoria. The department is committed to delivering a safe, secure, and humane corrections system, and promotes community safety through effective management of offenders and provision of opportunities for rehabilitation and reparation.
Community Safety Building Authority
The Community Safety Building Authority (CSBA) has been established to design, procure, build, and upgrade the infrastructure needed to keep communities safe.
CSBA provides end-to-end project management and delivery of Victoria’s new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety measures, on behalf of the Department of Justice and Community Safety (DJCS).
Emergency and Fire Services, CSBA
The Emergency and Fire Service teams within CSBA manages and delivers projects on behalf of several key emergency service providers throughout the state including Victorian State Emergency Service (VICSES), Life Saving Victoria (LSV), Marine Search and Rescue (MSAR), Country Fire Authority (CFA) and Fire Rescue Victoria (FRV).
Provision of Service
To seek the provision of a Lead Designer from the Department of Treasury and Finance (DTF) pre-qualified supplier under the Architecture category for the preparation of upcoming projects within the CSBA Emergency Services portfolio of works.
These services will contribute to the delivery of several standalone and co-located fire and emergency services infrastructure projects within the Community Safety Building Authority (CSBA) on behalf of the Country Fire Authority (CFA), Fire Services Victoria (FRV) and Victoria State Emergency Service (VICSES), as well as future projects that become available within the Emergency and Fire Services space.
The program of works will run for a minimum of five (5) years
The successful consultant will initially provide individual fee proposal for five (5) initial projects.
These initial projects are as follows:
Heathcote Emergency Service Hub (Co-located VICSES / CFA)
Rochester Emergency Service Hub (Co-located VICSES / CFA)
Kilmore (VICSES)
Bannockburn (VICSES)
Footscray (VICSES)
As future projects become available and are added to the CSBA portfolio, at the discretion of CSBA, the successful supplier will be approached for a fee proposal.
CSBA will review the fee proposal for value for money and if accepted the additional projects will be added to the consultant’s’ scope by way of variation.
A summary of the services required are design and construction support, across the following four stages:
- Design (concept, schematic, detailed, tender/for construction)
- Contractor Procurement/tender
- Construction (review and input to variations and EOTs)
- Defect Liability Period

A desktop market assessment approach was performed using the Construction Supplier Register (CSR) to identify eligible suppliers within the Architectural category. This initial phase yielded many potential Architects who could perform the required services, forming a comprehensive "long list" of suppliers.
In addition, a thorough evaluation of current and past suppliers' previously completed works was conducted, focusing on those with a financial pre-qualification greater than the estimated contract value for the initial scoped projects and who had relevant experience in government and emergency services projects.
Subsequently, email communication was initiated for the identified suppliers on the initial shortlist, presenting them with key selection questions to assess their interest and capacity for the projects. Based on the positive responses received from the suppliers, a refined shortlist was then compiled, which identified 3-5 potential prequalified suppliers from the CSR
