This is an Advertised Call for Funding Submission (ACS) for the delivery of tranche 2 Mental Health and Wellbeing Locals (Local Services) in response to the Royal Commission into Victoria's Mental Health System, which recommended the establishment of between 50 to 60 Local Services across Victoria as an integral part of Victoria's reformed mental health system.

This new service stream will provide adults and older adults experiencing a mental illness or psychological distress, including those with co-occurring substance use or addiction, access to treatment, care and support in their community, closer to their support networks.

This new service stream will be progressively established and scaled up by 2026, with the first tranche of six Local Services having already commenced in late 2022.

This ACS is for the second tranche of Local Services to be located in:

• Dandenong
• Shepparton
• Melton
• Mildura
• Lilydale
• Bendigo and Echuca
• Orbost and Bairnsdale

This ACS is open to:

• Non-government organisation (NGO) with expertise and experience in the delivery of mental health services or the like, inclusive of Community Health Services and Aboriginal Community Controlled Health Organisations (ACCHOs).
• Public hospitals (health services)
• Public health services including an integrated Community Health Service.
• Private entities (for-profit) providers with expertise and experience in the delivery of mental health services or the like.

The following consortium, partnership or sub-contracting arrangements are acceptable to the department in response to the ACS:

• incorporated as a single body,
• each member signs as part of a non-incorporated consortium, or
• consortium partners and/or sub-contractors are sub-contracted by a Lead Service Provider.

The department is seeking suitably qualified and experienced Service Providers that can bring quality and innovation to the delivery of the functions and requirements specified in this ACS and is committed to working with the broader mental health and wellbeing system, local service providers and the community to optimise outcomes for consumers, their families, carers and supporters.

The market briefing session will be conducted only for interested service providers who have registered for this procurement process on the Buying for Victoria portal.
