The Department of Justice and Community Safety (DJCS) is the Lead Department for the Whole-of-Victorian Government Legal Services Panel (the Panel) State Purchase Contract arrangement.
The current Panel contract expires 30 June 2023 for all 12 Areas of Law (AoL) under the arrangements. DJCS is seeking to appoint a panel of suitably experienced and capable law firms through an open market tender to:
- provide high-quality, cost-effective, fit-for-purpose legal services:
- dispute resolution; and
in all AoL:
- Construction, Infrastructure & Major Projects;
- Administrative Law;
- Commercial & Contracts;
- General Litigation (the current Prosecutions AoL will be subsumed into the General Litigation AoL);
- Employment, Industrial Relations & Equal Opportunity;
- Public Inquiries;
- Personal Injuries;
- Planning & Environment;
- Coronial Inquiries; and
- Intellectual Property & Information Technology.
DJCS is establishing a Legal Support Services panel to appoint a panel of suitably experienced and capable law firms to provide services in the following areas
- Digital forensics, document management, and automation.
The new Panel will commence on 1 July 2023 for a fixed term of three years plus one option to extend for a further period of three years.
The Panel is a closed panel arrangement. As the Lead Department, DJCS may invite additional suppliers to apply to join the Panel in the course of the contract period.
The Panel’s clients currently include all departments and over 80 other government agencies. The number of agencies accessing legal services through the Panel is expected to increase as the Victorian Government Purchasing Board’s Expansion Project increases the range of government agencies required to join State Purchase Contract arrangements.
The Victorian Government Solicitors Office (VGSO) is able to provide services in all AoL. There is also a VGSO Exclusive Service category, for which Panel clients can only engage VGSO.
DJCS will be holding a pre-tender industry briefing session on Tuesday 24 January 2023 at 11.00am for one hour. The industry briefing will provide all potential Tenderers with information relating to the tender process, and background information on the Panel. The Request for Tender (RFT) documents will be released on the tenders.vic.gov.au website on Wednesday 25 January 2023. RFT responses are due by 2pm Thursday 16 February 2023.
The Fair Jobs Code applies to the Panel State Purchase Contract RFT process. Prospective suppliers must obtain a Pre-Assessment Certificate (PAC) before submitting an offer. This is a mandatory conformance criterion for the RFT response.
