Managing Contractor

Development Victoria is seeking to appoint an appropriately experienced and competent contractor to deliver both Stage One (Design and Investigation) and Stage Two (Demolition) of the Central Pier structure.
Central Pier is a heritage-listed structure located in Victoria Harbour, a man-made basin in Docklands, to the west of Melbourne’s CBD. Development Victoria is the responsible authority for Central Pier.
Engineering advice has confirmed that the condition of the pier continues to deteriorate and no loading of the pier or access onto or below the deck is advisable under current conditions.

The Principal is seeking a Contractor that will join a collaborative and collegiate working relationship between the Principal, Contractor and Superintendent to develop pragmatic and cost effective solutions to meet the Project Objectives. It is recognised that there are areas of complexity on this Project and it is considered that only a collaborative approach will achieve best-for-project outcomes for all parties. It is expected that the Contractor will have appropriately qualified and skilled staff and established methodologies to proactively address site issues.

The Managing Contractor Contract for this demolition project has been drafted as a two Stage Agreement, the Contractor will be required to base their proposal on the following two Stages:


Stage One; Including but not limited to establishment of site amenities, site investigation, due diligence, determining methodologies for demolition of the buildings and the pier structure, investigation and termination of services, application for permits, engagement with any relevant Government bodies, notification to neighbours,

Broadly, the Contractor will:

1. Fully review existing conditions of the structure
2. Develop and provide the following plans
a) Services plan
b) Hazardous Materials assessment/plan
c) Cost plan with cash flow
d) Salvage and/or recycle plan
3. Demolition methodology and program
4. Safety methodology

Stage Two – DEMOLITION (To be awarded at the Principal’s discretion)

Stage Two: Including, but not limited to, demolition of Central Pier including Shed 9 and 14, the decking and piers to the seabed.

Broadly, the Contractor will:

1. Provide Site amenities
2. Site security and OHS
3. Provide protection to adjacent property

4. Approvals and Permits
5. Disconnection of services
6. Removal of Items Prior to Demolition
7. Demolition
8. Hazardous Materials removal
9. Site Operations

The procurement will be conducted as a two stage, selective tender. The Consultant will be engaged to provide construction services under Development Victoria’s Managing Contractor Contract.

Selected bidders must be pre-qualified for Road and Bridge construction on the VicRoads Register and must demonstrate relevant local maritime expertise in demolition and have access to specialist equipment.

This procurement will be subject to the Ministerial Directions for Public Construction, Procurement in Victoria, Standard Project Local Jobs First Policy, Major Project Skills Guarantee, the Social Procurement Framework and the Building Equality Policy.
