To effectively provide the Incident Response Services (IRS) by DoT, there is a need to review the existing radio communication channels within DoT to better improve and streamline existing technologies and processes used by the incident response services. IRS is not an emergency services like Vicpol, Fire brigade etc.,

The current Radio over Internet Protocol (ROIP) used by DoT is an unreliable and unstable platform at times. Field officers have experienced disruptions because of network outages. Hence, a robust, reliable service is needed to support the operational needs of IRS and Traffic Operations Centre (TOC). 

The fundamental objective for this project is to deliver a fully functional Two-way Radio Service to be utilised by IRS team, Surveillance Officers and the TOC in managing the Victorian road traffic network safely.
