The purpose of this procurement activity is to source a suitable technology platform and implementation partner to design, configure and implement a new high availability and scalable Commercially-Off-The-Shelf (COTS) Integrated Platform & API Management gateway solution to meet Fire Rescue Victoria’s (FRV) growing demand for exchange of critical operational data now and into the future. Vendor also needs to provide maintenance and support services.

FRV implemented the Enterprise Service Bus Platform (ESBP) in late 2015, to provide a unified integration platform. Delivered on Microsoft BizTalk 2013 platform, the solution was built to meet the high availability and performance requirements and plays a pivotal role in exchanging operational critical data between Emergency Services Telecommunications Authority (ESTA) and FRV. From its inception to date, a number of operational critical solutions including Station Turn Out (STO), Firecom I and II, Automatic Vehicle Locator (AVL), Fast-Card, etc. have been integrated to the ESBP, and rely on the availability and performance of the platform. As the existing version of the Microsoft BizTalk platform is reaching its extended support life by July 2023, FRV is required to commence a replacement of the ESBP to ensure its availability to provide the mission critical integration services and to meet current and growing integration requirements.

The high availability and scalable integration & API platform will deliver the following benefits:
• Scalable to meet future demand (functional and performance)
• Creating a modern fit for purpose systems integration ecosystem
• Easier and less costly to maintain and support
• Establish API management gateway in compliance with National (WoG) and Victorian (WoVG) API standards
• Align with ICT strategy and investments

FRV has published a Request for Tender via the Victorian eServices register on Vendor Panel seeking qualified technology providers and implementation partners to deliver:
1. Design and implement integration and API management solution to meet FRV requirements - 6 months
2. To provide ongoing maintenance and support - 5 years
