Federation University is seeking submissions from suppliers with the capability and capacity to provide a broad range of Architectural Services and/or Engineering Services to be a part of a supplier panel.


Successful suppliers that are offered a contract will need to register their business details in the Federation University VendorPanel portal and provide suitable quotes and response times to each request when posted. The supplier panels once in place will allow key stakeholders to have access to a panel of suppliers with confirmed expectations of outcomes, response times and develop a high level of university knowledge. The concept of the supplier panels is to build long term positive working relationships between key stakeholders and our suppliers.


Property and Infrastructure would like to ensure full compliance with Federation University Procurement Framework and have an approved process in place for engagement of suppliers for the provision of these services.


Federation University Campuses are located in Ballarat Mt Helen, SMB, Ararat, Horsham, Berwick and Gippsland.


The scope of services to be provided for this supplier panel include but are not limited to the following disciplines:

  • Civil Engineering
  • Electrical Services including lighting, data communications and audio visual
  • Landscaping including Irrigation
  • Traffic Engineering, Parking, Pedestrian and Road Safety.
  • Fire Engineering Services
  • Mechanical Services
  • Hydraulic Services
  • Structural Services
  • Architectural and Interior Design
  • Acoustics
  • Geotechnical Services
  • Heritage Consultancy
  • Accessibility & DDA Consultancy services


The scope of services include:

  • Work with Federation University staff and its clients to ascertain infrastructure and design suitable specifications
  • Assist with community consultation
  • Working with local council and other land holders and associations
  • Design / architectural services
  • Technical specifications pertaining to irrigation, lighting and electrical, traffic management, fire services
  • Assist with evaluation of bids
  • Construction observation to ensure adherence to design, including on-site visits
  • As built drawings provided in CAD and PDF format
  • Preparation of feasibility design reports, cost estimates and assist with business case development


Suppliers will be invited to place submissions for the relevant services offered via the eProcure tender portal. Other Consultancy Services not under the Architectural and Engineering Services remit will also be released to the open market to allow for the evaluation and appointment of successful suppliers to ensure coverage of the provision of consultancy services. If a supplier is successful in obtaining an offer across both tenders there will be one agreement offered to that supplier and the agreement marked up with both tender requirements and specifications.


Compliance with Federation University requirements for insurance, modern slavery and social and local adherence will be included as requirement for both tenders.


Successful suppliers will be required to sign off on a standard agreement as part of the supplier panel. There will also be further contract to be signed when projects are posted via the VendorPanel portal such as, but not limited to: Victorian Public Sector Consultancy Agreement (Short Form) related to Construction July 2021), Victorian Public Sector Consultancy Agreement (Long Form) related to construction (July 2021).


In order to be considered as a conforming bid, tenderers must provide all the documents listed as conforming. All questions listed as mandatory must be responded to. Non-conforming tenders representing unacceptable levels of risk may be excluded from further consideration.
