Description

Purpose of the Tender 

Court Services Victoria (CSV) was established by legislation in 2014 to support the operation of Victoria’s courts and tribunals. Its function is to provide, or arrange for the provision of, the administrative services and facilities necessary or desirable to support the performance of the judicial, quasi-judicial and administrative functions of Victoria’s courts and tribunals, Judicial College and Judicial Commission. 

VCAT provides fair, efficient, and affordable justice for the Victorian community by making decisions about a wide range of cases or helping people resolve disputes. VCAT has operated since 1998 and is Australia's busiest tribunal finalising more than 80,000 cases a year with a significant proportion of cases being held in central Melbourne. 

VCAT aim to move from its central Melbourne office currently at 55 King Street, Melbourne by early 2025. CSV, on behalf of VCAT, is seeking an interested party to provide a suitable accommodation solution within the Melbourne CBD or Docklands precinct. 

The Opportunity 

CSV is seeking accommodation that will allow VCAT to provide accessible and inclusive services. The accommodation will need to provide a minimum Net Lettable Area of 13,000m2 and include requirements for ground floor, private and public access (including separate entrances and lifts), security screening for users; end of trip facilities and convenient access to at least 60 secure car parking spaces. 

The Request for Proposal (RFP) invites offers to provide a minimum 20-year lease or a purchase option, with or without integrated fit-out optionality The approach to market is an open tender that selects the best value for money offer from one of the following options: 

  • Lease only 

  • Lease and integrated fit-out 

  • Purchase only 

  • Purchase and integrated fit-out 

CSV is equally open to any of the four options with capped pricing for integrated fit-out offers. The Victorian Government Social Procurement and Local Jobs First policy requirements will only apply to options with integrated fit-out solutions. 

Contract award is expected in the first quarter of 2023.  

Proponents will need to propose suitable accommodation and demonstrate their capacity, capability, and experience to deliver an accommodation solution against the project objectives.

The Advanced Tender Notice for this project was released on 10 June 2022.
