Description

Due to the age of the existing UPS system at Harold Stokes Building and Lance Townsend Building, there has been a steady increase in UPS faults as the equipment reaches the end of its in-service life. The UPS is around 15 years old and replacement parts are no longer available from the industry to service these UPS’s. This presents a substantial organisational risk as the UPS Units support critical clinical areas.  

As a result, Austin Health has procured funding for the replacement of  UPS systems. The consultant would be required to investigate existing conditions and recommend a suitable methodology for upgrading the new UPS systems, whilst maintaining system uptime. The system design should include UPS units and the strategy/implementation to cut over the existing UPS loads to the new system. This may include modification to the existing UPS accommodation or creation of new accommodation. 

UPS System for Harold Stokes Building and Lance Townsend Building .

The current UPS services the following clinical areas on the campus; Operating theatres, 23 bed ICU, Recovery, Angiography and IT services. It has a critical role in ensuring patient safety in the most critical areas of a tertiary level hospital.

The UPS currently resides in a tunnel plantroom on level 1 of Harold Stokes Building, the room is inadequately sized to accommodate this 500KVA UPS system and as a result has inadequate ventilation system. Logging of UPS faults has made apparent the unreliable nature of the UPS due to its age. 

The scope of works involve:

  • The Austin Hospital currently has two separate UPS systems that support a range of clinical areas on the campus.
  • The two systems are past end of life and require replacement.
  • Two separate projects have been setup to support the replacement of these systems.
  • This scope of works refers to the replacement of Harold Stokes Building and Lance Townsend Building UPS System.
  • The project includes the decommissioning, disconnection and removal of redundant electrical services, and the provision of new electrical services consisting of new UPS units, Battery Installations, DC switchboards, mains cabling and cabling supports.
  • The UPS room will be provided with air conditioning under a separate mechanical contract which will cater for the heat rejection criteria as highlighted by the UPS Supplier during the submission stage. 
  • The UPS Vendor will be ultimately responsible for the delivery of the project and the complete replacement of the UPS system in conjunction with their Electrical Installer.
  • The UPS Vendor will be required to work in conjunction with the electrical installation contractor to execute the start-up and commissioning services to fully commission the installation as a seamless delivery

Note: Suppliers will be evaluated for the next stage based upon their responses on Pre-Qualification Questionnaire (PQQ) according to Austin Healths requirements.

Vendors interested in tendering for the work are required to have experience with working within an operational tertiary health facility. 

The vendor is also required to have had experience in working and managing specialised trades and equipment installation.  This includes nominated hospital contractors.

Interested tenderers also need to be registered with Austin Health iPro Certification in addition to DTF construction Supplier Registration List.
