Description

myki was implemented between 2008 and 2012 and is a closed-loop, bespoke smart-card ticketing system that was designed specifically for Victoria. myki operates across trains, trams, and buses throughout metropolitan Melbourne and within certain regional centres in Victoria.   

Both public transport users and public transport operators (e.g Yarra Trams, Metro Trains and Bus Operators) interface with the operations of myki ticketing system through one or more ticketing devices. Some of these ticketing devices (e.g vehicle based ticketing device onboard buses and tram) communicate wirelessly and are dependent on a 3G wireless network to function effectively. Currently these devices operate on the Telstra 3G network. 

Telstra advises that its 3G network is planned to be decommissioned by June 2024.  

The purpose of this Expressions of Interest (EOI) is to seek submissions from interested parties (Respondents) for the supply, integration, installation, and maintenance of new devices to replace those ticketing devices that will become obsolete once the 3G wireless network has been decommissioned, in addition, gate readers to be integrated and installed at new or rebuilt stations.  

This EOI is intended for organisations with the capability to deliver the required new devices (such as the vehicle-based ticketing device onboard buses and trams and rail station gate readers). To ensure the State is engaging with appropriate parties at this stage of the process, the EOI documentation will only be released to organisations with the capability of being a prime contractor or consortia party of a prime contractor in the delivery of the new devices. 

To assist the State in its consideration of an organisation's capability and in order to receive the EOI documentation, Respondents need to have provided a correctly executed Confidentiality Deed Poll, completed User Access Request Form and completed Organisation Details and Credentials Form. 

Once the submitted Confidentiality Deed Poll has been verified as being correctly executed, the completed User Access Request Form received and an organisation's capability to meet the requirements have been assessed as being sufficient, the EOI documentation will be made available via an Electronic Data Room. You will receive a notification when this occurs. 

At the conclusion of the EOI phase, a shortlist of Respondents will be invited to participate in a Request for Proposal phase.
